is modern democracy really “the will of the people”?

Although I can not deny that the meaning of democracy has been diluted now, modern democracy is still ‘the will of the people.’ The most obvious case of recent cases is 최순실 gate. This case was resolved by of people associated with the president's impeachment, by the arrest of related figures. Some policies disagree with the opinion of citizens or there is an unequal point of view. The complexity of modern society has caused a lot of problems, so, solving problems slowed down.However, the agenda of a steady social interest is that the state of the nation cares and resolves.
