The law is not absolute. Money and power can circumvent the law. However, customs can not be avoided. The custom is made by members of society. If someone breaks the habit, he or she gets criticized by social workers.

The law can be changed through proper procedures. Even it is opposite. But the custom has long been hardened, so it is opposite. but custom has been hardened, so it is not easy to change completely.
